- Firstly, during 2020, the Federal Council will transmit its message to amend the law on organ transplantation: Put out to consultation at the end of 2019, its draft law aims to introduce the principle of presumed consent: people who refuse the removal of organs after their death must declare this. In the absence of an explicit refusal, organs and tissues can be harvested after death. However, relatives will continue to be consulted. This bill is intended to serve as a counter-proposal to the popular initiative “To save lives by promoting organ donation” tabled on March 22, 2019.
- Another important topic will be pension reforms: Following the failure of Old Age Pensions 2020, the Federal Council has decided to reform the 1st and 2nd pillars separately. The reform aimed at stabilizing the AHV (AHV 21) has been in the hands of Parliament since the end of August 2019. It envisages raising the reference age for women to 65, with compensation measures, making retirement more flexible, and increasing VAT to finance the AHV. The measures of the reform of the occupational benefit plan (BVG) will be known at the beginning of 2020, with the project due to be put out to consultation in that timeframe.
- 2020 will also see a reform of the Family Allowances Act (LAFam): Training allowances will be granted when a child over the age of 15 takes part in post-compulsory training.
- Finally, a legal basis will be created to guarantee financial support for family organizations: in particular, unemployed single mothers receiving maternity benefit will now be able to receive family allowances.
